 "CHEAPEST OF THE CHEAP" ISPs [Updated 07-14-04]
This list is not a recommendation, but simply a listing and brief description of the included ISPs. Before relying on the information in this list, it would be wise to verify it with the information posted on the ISPs' web sites, or by contacting the ISPs for answers to specific questions, as a double-check against possible errors in the list or recent changes by the ISPs.
It is strongly recommended that Terms Of Service (TOS) be thoroughly read prior to signing up with any ISP. There is increased risk of losing money when an ISP is paid in advance more than monthly, although payment in advance quarterly by credit card should provide dispute protection. ISPs with automatic "Over Hours" charges can be very costly if the included hours are exceeded.

To guard against the possibility of being without internet access due to problems with an ISP, it is strongly recommended that users sign up for one or more of the Limited Free Or Nearly Free ISPs as a backup.
To help make possible future ISP changes easier, it is recommended that an e-mail service independent from an ISP be considered. See the Free Email Address Directory for more information about e-mail account options.
If an ISP doesn't require software, in general, it is better to set up an ISP connection and e-mail account manually, instead of using an ISP's setup or dialer program, which can add an ISP's branding to browsers and, in some cases, allow an ISP to track surfing habits or cause popup ads.
